After literature research I have concluded the main neoliberal policies and practices in education. I want to use them in order to search whether or which policy recomendations included in the document can be defined as neoliberal, as well as reveal the neoliberal ideology behind them. Afterwards I will use my findings to search whether and how they have been introduced in education policy in Greece.
By QCA, do you mean Qualitative Content Analysis? If so, then using pre-determined themes would mean relying on a deductive approach, such as that described in the books by Neuendorf or Krippendorff.
If I understood the question, it seems that you are pre-determining using potential variables extracted from the literature. In this case, you can use semantic analysis to count and measure the relations. Using policy papers is a way to achieve this.
