Is it viable to conduct a quantitative systematic review of all publications meeting the criteria of my inclusion criteria...investigate the methodologies used to collect the data within those articles, then perform a funnel plot to highlight potential publication biases?
In other words: is it possible to create a systematic review that comprises an article search/analysis --> followed by a funnel plot of the statistics that have been collected within those articles -- does this make for an acceptable systematic review?
I want to investigate whether a certain type of prophylactic surgery has been over-estimated as a risk-reduction procedure due to the way many of the studies are potentially collecting participants.

It sounds interesting, if you think there is enough papers on your subject, then go ahead, dont count only on the funnel plot, use the egger test too.
Indeed, sound interesting research question, but first need to check if there are enough primary literature available on this.
