I find that a Scientist in 2016 designated a lectotype of a name on the basis of literature, without actually examining the specimen (or its image) housed in a particular herbarium. I would like to know whether this is to be regarded as an effective lectotypification? If yes, then under which rules?
I think as the author, while designating the lectotype had not examined the lectotype or an image of the lectotype, Art. 7.11, Ex. 12 is not fulfilled, where the particular lectotypification became effective as an image of the lectotype was also examined in addition to fulfillment of other criteria.
It is not right to designate a lectotype without seeing the specimen, if not physically, but at least the image should be seen online on the virtual herbarium where it has been deposited. Another option is to make use of JSTOR online where most types have been deposited from various herbaria. There is a need to be sure that the specimen is still available at the herbarium where it is housed.
