I want to conduct a socioeconomic survey to observe the scenario of present livelihood condition of a community. However, researches have already been conducted to observe their livelihood pattern and government has already started to develop their livelihood pattern. My question is that can i conduct a research based on livelihood pattern where my objective will be to compare the present and past livelihood condition.
Look for commodity health inventory prtocoles in social psychology. Avoid economics.
Indeed you can. Just need to be careful in what you want to compare. The variables must be relevant for both past and present situations.

If and only if the past livelihood pattern is
known and established; and it has to be within a time frame. It is possible and would be an interesting study.
