We stained lung tissue with H & E, and I was wondering if this staining method is appropriate for wanting to quantify inflammatory cells. If so, what is an appropriate way to go about quantifying the inflammatory cells.

Short answer, yes. But it is more semi-quantitative than quantitative. To quantify, you should do specific Ab as Mohamed said

In old days pathologists did use H&E to quantify inflammatory cells in tissue but it is not a good method in the present time. Better use some more specific markers to quantify the cells.

I totally agree with Ru-Jeng, it would be better to use IHC for this purpose.
