yes, it could be reported, because the second part of your molecule is symmetry dependent. You should carry about correct moiety formula and Z because checkcif not always doing it correct (especially for composition with several cationic, anionic and solvent parts with disorder). So, in you output will be only bond lengths and angles for independent part + some extra(like angle O1-Metal-O1a with angle 180...)

But for the publication the drawing should be prepared for the whole molecule, that means you should grow it for demonstration of correct connection, coordination number for atoms, etc.

From your question it is not clear if your only "issue" is about the number of molecules in the asymmetric unit (Z') or if is related to disordered region that have not yet been modelled.

If your only concern is Z' = 0.5 there are no problem at all as to solve your crystal structure you need to solve the asymmetric unit. This is because from that you can generate the entire unit cell by appling symmetry operations. Then, the crystal lattice is obtained by traslation of the unit cell.

In order to know if your data are good enough to be published you first need to make sure that your model make sense from the chemical point of view. Then you have to check your residual electron density map, R-factors, R-int, GooF, data completeness, max resolution achieved and so on...
