The values of the electricity consumption is given per hour averaged on the whole month. So
Mathematically Average hourly consumption along one month of the year=
SUM one hour consumption in kwh from day one to the end of the month. divided by the numbers of days in month. January is the highest consumption may be due to heating. Some hours in the summer days the consumption increases because of air conditioning at the nun times.

If you check the Y-axis values and make an estimation for the yearly consumption, you would realize that the graphs are showing the average daily consumption. The reason is, for households the yearly electricity consumption is normally in the order of few MWhs. Therefore, figure 28 has to be the average consumption per day for different months. To make such graphs, they basically took an average of the consumptions for the same hour of different days.

The way I look at this, the Y-axis is mislabeled: It is showing power (kW), but is labeled as energy (kWh). I read it to show the average (or typical) demand for houses in the region at each hour of the day in four different months. For example, it shows the typical household consumption at 7 AM is about 0.9kW in January and about 0.3kW in July.
If you add the 24 values of each curve, this gives an average household kWh consumption per day: The January curve looks like it sums to about 18kWh per day and October looks like bout 7kWh per day. These seem reasonable values for household consumption.
Utilities often use curves like this to plan for expected system demand because generation and load need to remain balanced. There are different curves for week days, week-end days and for special days (holidays or days when special events occur at particular times that affect power consumption), as well as variations for the weather, consumption growth over time, etc. The curves will have changed over the past year in regions where more people are working from home...
Notice the fairly steep rates of change between 5 and 7 AM and between 4 and 7 PM. For some utilities, these are the times when maintaining balance (load = generation) can be more difficult for some kinds of generating plant. If a large amount of photovoltaic generation added "behind the meter", the load during daylight hours is reduced and therefore the evening rate of change of load even steeper.

I think for this reason he used the kilowatt hour, which is the average consumption of all days, for example, for a total of thirty days from one to two o'clock, about 30 kilowatt hours of energy consumed in October, and then divided by 30 days to get Average energy.

I think it's average, the figure show the relation between the the electricity demand for different months with average day hour for this month
Looking at the Y axis, we find that the hourly consumption is less than one kWh, this means that this curve represents the average consumption for the day of the months shown in the figure.
It looks like average energy (KWh ) use per household by time day with plots for various seasons. The term demand is a misnomer since demand refers to peak power generally over a 15 minute interval.
The curve describes the average consumption of electricity at certain hours during the month.
