It's not straight forward! National industries can share a common "ethic" provided by national law and enforcement. But e-commerce is international. In an organisation like the EU they can still share an enforced ethic. But beyond that, no! One key problem is that health and safety regulations differ around the world. Copyright laws differ. Taxation differs, and so on....
There's little chance of agreement on such matters.
