According to me, SIDRA Intersection can be used for optimizing signal timings. Because I think that it has a great mathametical framework. Besides, you can use also Synchro, CORSIM and etc.
Those all are very powerful tools for optimisation, however all are paid. Vistro and Synchro have very good graphical user interface compared to Transyt-7f.
