Questionnaire survey can be considered in your study. In fact, most of the perception study can be accomplished by conducting questionnaire survey. You may list out those policies that you are interested of studying their impacts in your questionnaire survey sheet, and distribute it among a sample of your targeted population. Please be reminded that the selection of a sample that is representative to the population so that the result can be generalized.

BUT do not forget that the questionnaire you need is the one that really answers yours own concern ! So you must be very aware of your own concern! "Students perception on the policies of higher education in India" is not a well enough defined problem. What do you want to know ? Which students are concerned, those already in your academy, or those you want to attract ? What do they know of the policy ? What could you do of the answers you can get ?
In a nutshell :before building a questionnaire for the students, defining a sample, and which form (writing, interview, ..) you will choose, start the process by a thoroughly questionning of yourself : what am I dooing, for whom, for what, on what can I act to exploit the answers ?..
