One possible route is through sol-gel synthesis of LLZT, followed by controlled (ramp & dwell) pyrolysis to drive off organics, and attain stable oxygen stoichiometry.

LLZO only exhibits satisfactory conductivity when it is well-crystallized and when the grain boundaries are annealed together. Therefore I suspect a high-temperature sintering process is always necessary no matter what precursors you use and how you prepare them. Sure you can try sol-gel, if you think it is different from conventional solid-state reaction.

I read the article you suggested, but pure LLZO was not formed in the method. Some other compounds were also formed along.

You can use sol-gel process. LiNO3 , La(NO3)3.6H2O and Zr(OH7C3) can be used as initial precursors.
