I think that you can ask for a code to gain access for free to the book or you can find it in Amazon, ut's not so expensive.
There you will find a clear description of what ask to your experts, and with the reference that i give you before you can use the delphi method. It's not so hard. I will give you other references, in all those you need to read only the part of Fuzzy method and not that of fuzzy AHP.
