There may be two sources of ambiguity here that cause difficulty - one of terminology, the other inherent in liquid state stability.

Terminology-wise, people working with ionic liquids often call any salt melting below ~100 degC by this name. So you can find, e.g. in the TCI documentation (SDS etc.), that methylamine acetate melts at 75 degC, and yet it qualifies as an ionic liquid.

However, if you look at Lavi & al. (J. Phys. Chem. A 2015, 119, 4336, DOI 10.1021/jp507320v), you'll find this salt (and a group of related carboxylates) referred to as liquids at room temperature, with no freezing observed down to -40 degC. How is it possible? Either there's a trivial explanation stemming from lack of purity, where residual starting materials or solvent etc. would stabilize the liquid

(lowering the melting point and inhibiting solid nucleation); or maybe this material, like many organics, has more than one possible solid form, and the one sold by TCI melts much higher than the one made by Lavi & al. Also, the melt may contain a mixture of (mainly) methylaminium and acetate ions and some molecular, strongly hydrogen bonded, acetic acid and methylamine.

I would suggest that you acquire the solid salt, melt it (completely!) in a nearly closed vessel to prevent hydration and evaporation, and then observe it as it cools down to room temperature. If it crystallizes, melt it again and record the melting point. It is possible that the second melting point will be significantly lower than the original one, and the liquid will turn out to be at least temporarily stable at room temperature. Remember that these compounds are quite viscous (Lavi & al. report 73 cP at 22 degC), so they tend to supercool.

Chandan Howlader have you tried sigma? usually, they have most of the primary ILs. If not go with TCI. About your concern regarding the state of the IL, yes MEA might be in solid form at RT (especially when completely free from moisture).

Regarding the synthesis, It is mostly an equimolar neutralization of Methylammine and acetic acid. imo you can synthesize it easily in almost any lab.
