It does resemble an aquatic dipteran larva. I will go with the Stratiomyidae larva identification for now. I will try and check my aquatic insects guide in the office next week.
Looks like a retractile head capsule - so I would have gone for Tipulidae (crane fly) rather than Stratiomyidae. I'm used to New Zealand freshwaters, so diagnostics may not hold true for for your intertidal situation.
