Can anyone help me explain a statement in (Elsevier author's guide) regarding preprints?

there a satement in Elsevier author's guide

"Your preprint will remain globally available free to read whether the journal accepts or rejects your manuscript."

as far as I know, preprint, is my own manuscript before amendment based on the reviewers' comments

how my preprint will be free to read whether accepted or not? doesn't that make it free and anyone can steal it

please explain
