Say 0.25% Vol. Fraction of Fibers are to be added in concrete mix. That 0.25% is multiplied by Cement Weight (kg) to get the weight needed for the fibers, am i correct?

The amount of fibres added to a concrete mixture is measured as a percentage of the total volume of the composite (concrete and fibres).

To convert the volume ratio on weight ratio, you can use the relationship between mass and volume: it is the density d = M / V. it is clear that Vf / Vc = Mf.dc / (Mc.df).
If Vf / Vc = 0.25, then Mf / Mc = 0.25 (df / dc)
Fibres to be added to concrete are in terms of percentage by weight of concrete. Enough literature depending on the nature of fibres is available.
