I'm considering to develop a prototype based on a PIC microcontroller that includes traffic lights control, sensors (ex. vehicle counting), message display (ex. indication of less congested roads) and wireless communications (ex. WiFi, GSM).

sir regarding your question my idea is toimplement any RTOS to PIC micro controller. it will helps to develop your work.
