You can prepare TiO2/AC by adding titanyl sulphate make sure to use deionized water with strong stirring until to get TiOSO4 solution. Further, TiO2/AC adsorbent can be prepared from the first solution you already prepared then directly put 2g of AC into TiOSO4 solution, will gives you homogeneous and stable solution (stirring), Now you can wash and drying. Also literature shows that some using ammonia for more purification.
I think, synthesis of TiO2 (rutile or anatse) with f-MWCNT is possible through wet chemistry method where 0.1 M TiCl4, prepared in 20% HCl, need to mix with thiourea which when placed at 60 deg for 2 h with different f-MWCNTs, rutile TiO2+MWCNT loaded sample can be obtained
One could also consider carrying Titanium oxide inside the carbon by using the known solubility of Titanium ethoxide in super-critical CO2 and reacting with steam afterwards
You do it by deposition precipitation or by simply mixing the two solids in the required ratios ( nanoscale titanium dioxide is readily available). It all depends on the scale of your synthesis. Organometallic precursors are not suitable for large scale.
