Getting familiar with bibliometric indices being a major concern for individual researchers, since they might influence their teaching and research activities. It is currently accepted that neither the impact factor (IF), nor total number of citations is, per se, the metric of the overall influence of a journal. In the publishing world, measuring of the impact of a publication (by counting of the citations received by authors), is a mandatory activity for universities and research institutes; thus, journals and institutions are fully correlated with the prestige and ranking outcome.
Do you know the SCImago Journal & Country Rank portal? This is portal of free access that presents bibliometric information of the journals of Scopus database. You can select the category in which you're interested, see the position of journals that belongs to the category into cuartiles and the most important thing, see the main publication patterns inside the journals. Besides the scope of journal and its impact, there is another important aspects as percentage of international collaboration, percentage of self-citations, etc. Maybe this portal helps you to choice a journal before submission

Its generally recognized that IF is a flawed measure in that it is highly variable over time and very subject to manipulation.
You might want to investigate the hirsch indices (Hirsch, 2005; Egghe, 2006; Molinari, 2008; Sidiropoulos, 2006). They capture both impact and productivity and so give a balanced, not easily manipulable measure of influence: See Truex, Cuellar and Takeda, 2009; 2011. For measuring Journals see Cuellar, 2008 and Molinari, 2008.
SCImago Journal & Country Rank portal is a good option but for journals not included there it is important to see these aspects:

An additional consideration. If you are thinking in terms of promotion and tenure, you will be best served to consult your department/college's journal list. Publishing in these journals will make the P&T process much smoother.
Thank you, Mahdi, for your comments. By the way, my team and I just published a couple of papers revealing that ranking papers in descendent order of their Eigenfactor score is a better method to select a journal for submission thank the Impact Factor.
