I want to know if exist an international guideline or rule that talk about articles in editorial process of a journal and the same work is send to a Congress Event with similar title but same text. Thank you in advance.
1. If - and when - the journal in question asks you to surrender the copyright to your text, then I do not think you are allowed to reproduce the paper and submit it elsewhere, because then you would be breaking the agreement that only the publisher of the journal can reproduce the paper. [That is what the word "copyright" actually means! :-)]
2. It is morally questionable in any case, I think - and it would be better to produce a conference paper that has something new in it. (It may of course cite your first paper, but there should be something solid which is also new in that next paper.)
