Can a Lifter or sampler be created for an oil storage tank?

In an oil storage tank, is it not possible to create something like a lifter that takes samples, top, middle, bottom from the tanks, instead of climbing over 100 steps to and fro for sampling and dipping?

There automatic samplers that can be programmed yo stop a certain depthe of the tank. However taking the sample requires extracting the sampler and retrieving the sample. I suggest to look specialized manufacturers. It may exist for a price
