I am not sure if I understood your question well. According to my knowledge, if you have already the horizontal data, calculating the solar irradiance on a tilt surface is a straightforward process. It needs you to have some knowledge about the different angles definitions. Try to come through one of the fundamental books in solar energy to get your answer. Below are some books related to this subject: 

'Solar Engineering of Thermal Processes' by J. A. Duffie and W. A. Beckman, 

'Solar Energy: Principles of Thermal Collection and Storage' by Sukhatme.

NASA webpage could help you to get some solar data freely at different locations. 

For the software, it is hard to find a free one with accurate outputs since most of them are commercial. One of the most recommended software is TRNSYS which include database of weather and meteorological data beside inclusion of most of commonly used components in solar energy systems to analyse, evaluate and design your system. Also, F-Chart and Watsun are very useful tools.

For free tool, you can try System Advisor Model (SAM) for preliminary evaluation of the solar system which can be downloaded free of charge from:

Considering your query for calculating solar radiations at different tilts and orientations of PV systems, there is a simulation software PVsyst (not freely available) which performs the same tasks for multiple PV panel configurations and scenario. However, you may obtain an evaluation version with other learning resources from this website:

Also, the case of PV systems integrated for Buildings (BIPV) is different as the orientation and building type (roof etc.) should also be considered. Following book may also be very helpful.

You can try TRNSYS 17 by implementing your weather condition

the formulas are available in reference books on Solar Thermal. No need of software. If you are having horizontal data, using formula, u will get for inclined surfaces.

Gayan, another very useful book showing the validation and implementation of solar radiation models and the formulas for sloped surfaces is: "Solar Radiation and Daylight Models" by Tariq Muneer.
