Hola Yulia. Considero que en la propia Bolivia existen datos y proyectos de desarrollo del sector primario. Por ejemplo en el reciente congreso Latino-americano de Geografía celebrado en La Paz Bolivia se expusieron ponencias sobre el aspecto agrícola. Además en los congresos de Ingeniería Agrícola y del Caribe también se han publicado experiencias sobre el sector primario en sud-américa
I doubt if Bolivia needs agricultural development, Bolivia needs to decrease the number of farmers and to increase the number of non agricultural employment in the rural areas in order to enable small capacity farmers to quit farming and get better remuneration in non-agricultural employment. The remaining farmers, the most able ones would be able to increase their productivity since the demand for their produce would be increased by the non farming population in rural areas as well as in urban areas.
Successful agricultural development is not limiting itself in increasing productivity of farmers but provides him/her with three indispensable factors of production, namely:
- Provision of very cheap credit for short term, for the financing of the agricultural season until the product is sold and money enters to farmers pockets. And, long term credit to finance the necessary machinery needed and the infrastructure needed to be constructed in the farm.
- Provision of all necessary inputs for the agricultural production at the lower possible cost.
- Enabling the farmers to market the produce with highest possible return for the annual production to farmers.
All the three indispensable services can be obtained by cooperatives, created by the farmers, and belonged entirely to them, which is not the case in Bolivia.
Cooperatives should serve their members at the lowest possible cost and not the generate profits but return all annual surpluses entirely to members. This is not the case in Bolivia, unfortunately.
