There indeed are different interpretation of what is a BIM and/or what constitutes a BIM; they typically represent interpretations related to capabilities of software that generates the given BIM.  The future use of BIM may be related to weather it is "open" and "life cycle" BIM.

Any BIM based on a data model of buildings that covers the entire building life cycle should contain enough data about the given building to support investigation of compliance with regulation of a particular type.  But no BIM contains any "magic buttons."  To segment data related to checking a specific regulation compliance one needs a specific "model view" (MVD) of the involved data model of buildings that clearly identifies the subset of the data model that needs to be implemented by any software that is checking a particular form building compliance.

Sorry chaps but I'm new to this method of research, question and answers and really appreciate your feed back. Up until a few weeks ago I was struggling to understand what BIM is, never mind its capabilities with regards Building Control.  

I managed to get a few minutes with a Building Control Surveyor that works for my local council and asked his view with regards BIM and Building Control?

He was reserved in his thoughts to the extent that he said at the moment the system relies heavily on the person programming or setting limits, for example.  You can set a limit that a floor measuring so much by so much can only hold x amount of persons and limits will be set from there for door opening, stair width and materials, domestic or commercial. 

Or is this too advanced, have we not got this far. The other issue is no mater how advanced the program it cannot think for it self and the experience of a Building Control Surveyor can never be replaced because the nature of construction requires the need for close human contact.
