I am going to measure the angular acceleration in the dummy head form, I am wondering to know what is the best way for measuring angular accelerations?
1- NAP system (combination of nine linear accelerometers)
2- 3 angular rate sensors?
3- Or maybe even better options.

But the problem is that angular rate sensor do not work in some directions of Impact. It shows awfully noisy response.

Why not use something like SparkFun's 9DOF Razor? https://www.sparkfun.com/products/14001
Three of those placed at different locations (top of head, lower jaw, base of skull) could give you even more information.
Not sure if you really need more than 16g or 2000deg/sec, but that is the max on those units.
Use 3 axis accelerometer and Gyro sensores.

You can also use tilt sensor to have some sort of back up for your calibration.
