As far as I know, both types of flux Φ mediating the electromagnetic phenomenon and related forces consist of coherent streams of virtual photons according to the known theory.
The total non-zero curl of a magnetic dipole flux field ∇×B≠0 compared to the zero curl of an electric monopole charge, electric flux field ∇×E=0, could be also interpreted equal to a hypothetical existing non-zero divergence magnetic dipole flux field ∇⋅B≠0 thus a zero total field curl ∇×B=0.
Therefore IMO the two types of flux concerning their ontology and constitutes, there are both the same thus coherent stream of virtual photons mediating the electromagnetic force and phenomenon and depending their source, non-zero divergence they create an electric field E monopole electric charge or a zero divergence magnetic dipole field.
IMO besides the curl and divergence of the flux lines characteristic there is no any other elementary difference concerning strictly the flux of the field. Which is rather an expected conclusion since electricity and magnetism are actually no separate phenomena but entangled into one we call electromagnetism and which is expressed with its two interchangeable forces, electric and magnetic as described by Maxwell electromagnetic classical theory.
