Car refinancing a common thing being offered in my country (Namibia). All you have to do is approach your bank with the quotation and they will finance it for you.
There is also funding in my country but on limited cars and also by a bank

The car leasing market is expanding, also for private use. The social status quo of owning a car also changes. Credit financing is an economic feature of the whole car industry, due to advanced factory automation and decreasing household incomes, especially in the middle classes.
From my knowledge, its no longer common to refinance own car. The access to refinance own car is limited to my knowledge.
In addition, most of the time, used car financing are given normally when it is sold by or through car dealer.
