Waste exist at every point decisions must be taken. It exists at all stages of the project life and life cycle. Waste translates to cost implications. Waste occurs in every component of Life Cycle Costs of a project.
Waste starts right from the start of the project, at the planning and conceptional design stage, when bad decisions are being made in the use of unsustainable materials and unsustainable design solutions. This has huge impacts on all stages of the life cycle of the structure: its usage, its maintenance, and it end of life (demolition or re-adaptability).
Not following specifications that it was agreed early at the proposal stage. Also, in terms of material waste is caused by not only engineering decision but also by inexperienced labors.
Bad decision making and management particularly at concept and design stage will create huge waste at the operational stage of the project. The operational stage accounts for up to 85% of the cost of a built asset and these costs will increase exponentially if decisions made early in the project life cycle were not geared to optimise operational efficiency. This is the situation that BIM envisages to solve.
Although bad decisions are a main waste root cause, inexperienced labors can play a major role in that too. I was involved in construction site, the ignorance of labors in terms of wasting and losing material was somehow of a habit. I think some training shall be considered as what we do in terms of saftey training.
Waste starts with the design. If designers do not work to the manufactured dimensions and shapes of the materials which they specify, an amount of waste is automatically generated for which they do not have to assume responsibility.
in industrial terms i would say that any quality error (non-conformance) is a waste. Therefore, i would say that the pre-construction stage is the most stage that informs waste (increase/decrease) depending on how lean/effecient and aligned the processes are and how tight are the control measures/KPI's on activities/processes
