Since this is my first experience in writing articles related to human resource management, there are comments from the editors of scientific journals in order for them to accept the article for consideration. The editors note that the article is interesting, but it needs to be improved (their comments - paper needs to present a theoretical contribution and must have implications beyond the region you have studied; paper does not engage with the theoretical and conceptual literature in the field and provide new theoretical insights; paper does not connect with or build upon the public human resource management literature). I have a suggestion - if someone is interested in the topic of the article and has experience in publication of articles, related to human resource management, then I offer co-authorship (second author) and publication in the journal not lower than quartile 2 or 3.
