You will need to know the elemental composition and heating value of the municipal waste, you may want to run multiple cases with different composition and heating values to cover the reasonable bounds expected for the incinerator feed,  Mix with air in a equilibrium or Gibbs reactor and add (or subtract) a heat stream to match the known heat of combustion. 

Build heat exchangers (as simple or complicated as you like) cool the outlet gas with boiler feed water on the other side,  an excess of BFW is advisable (20-30% vapor is normal for a steam drum)  Set the steam drum pressure as you like to produce  HP steam (I like 1500 psig steam but that's a design consideration to balance cost and efficiency).  Use a steam turbine model (or a backwards compressor) to reduce pressure and generate power (default efficiencies around 80% may be ok but you can tune to whatever data you've got)  BFW recycle loop should have about 2% blowdown and corresponding make up water that is heated with lower level heat from the cooling exhaust gas.  You can be creative deciding which services you can cover be cooling combustion product (aka flue) gas and at what point you need to use an airfin or cooling water cooler again a balance between cost and efficiency.  You are going to have a lot of recycle loops in your simulation my advice is to start with simple heaters and coolers with heat streams between them and one at a time replace with actual exchanger models with known UA.

First of all you could consider the MSW as a nonconventional component giving the ultimate and proxymate analysis, using in this case Aspen solids, the tutorial could be very useful. In fact you need to separate MSW in its main components (R Yield is recommended). For combustion stage, RGibbs. The boiler could be simulate in different ways as simple as you can or not. A guess that the crucial point is gas cleaning, some suggest a paper before. Later the steam turbine is easier. We can keep in touch if you want. I have been working on a pre feasibility analysis of a waste to energy plant in Havana.
