Delphi, based on its characteristics, is better to use for validating the issues as it uses a 5-point Likert-type scale. You can use Delphi to reduce your parameters from 60 to 10. For ranking/prioritizing the reduced parameters, AHP is the best option; it uses pairwise comparison. Can you please enlighten me as to how in traditional Delphi we can calculate weights of parameters apart from simple averaging the experts response.

In broader terms, if we have 60 parameters and somewhat around 100 experts so the number of experts rating a particular parameter will vary with each parameter. Hence, I feel averaging the experts rating is not suitable for calculation of weights. Which other statistical method can be used?

In simple terms AHP is pairwise comparision.

The next best is TOPSIS, VIKOR and DEMETAL

My Suggest is use FUZZY TOPSIS or TOPSIS SIMOS which is better because TOPSIS analyse all 50 items and gives your the top 10 through ranking. Wheras AHP has a pairwise comparision and not entirely as a group.

Thank you for sharing your research paper. In your research paper i observed that there were no criteria or sub-criteria, there were 44 factors and these were rated by 5 experts and the ranking were calculated. I have similar situation wherein I do not have any criteria or sub-criteria. I have 50 parameters and 30-40 experts so can i apply the same methodology used by you while applying Fuzzy TOPSIS or TOPSIS SIMOS?

Tribhuwan Singh Bisht For your study, Delphi helps you to select good parameters through panel surveys with a group of experts (at least 8 people); as you already have parameters, you could do a two-round survey. First-round is to identify the level of importance and second round is to confirm the level of importance based on a statistical value obtained from the first round. Then you can analyze the consensus (the agreement). Finally, you select the parameters that reached the consensus for your final index. Delphi is not used for calculating the weight (ranking), but if you want, you can rank the parameters based on their confirmed level of importance. However, I recommend ranking the consensus parameters by using AHP as your expected consensus parameters are 10 which is good for doing AHP.

Of Course and use average or median approach to consolidate the expert opinion

As you pointed out TOPSIS is better than any other MCDM technique can you please attach some references as i could not find any literature suggesting that a particular MCDM technique is better than other. If i had to select between 2-3 MCDM technique for my project how can I select the best suitable one.
