While reading a community health survey (Community Health Survey annually conducted in all municipalities of South Korea since 2008) result report, I found that coefficient of variation (CV) was defined as a ratio of the standard error of an estimate and the estimate itself. It also said that the CV was used as an indicator reflecting precision or reliability of the estimate (estimated proportion, mean, etc.).

But most results of Google search told me that CV was defined as a ratio of the standard deviation of a mean and mean itself and it was usually used in comparing variabilities of statistics with different scales.

Which one is correct? Or both of them are correct and there are two kinds of CV?
