I read a paper in which it says "Polar dielectrics have much smaller dissipative losses than metals, which result in flatter dispersion characteristics that reach larger in-plane wave vectors". I would like to know how to associate dissipation loss with diepersion.

Yes, there is a general integral relationship between attenuation and dispersion described by Kramers-Kronig dispersion relations following from the causality principle. These relations may be violated for some complex media used for wave propagation, but this is another question.
