Total quality management in education is need of the hour. What NBA accredition says is define Course objective and map it with PO. when teacher mesures this in terms of the performance he will get idea about students ability. This is a tool to teacher to orient his teaching to develop basic ability in at least 60 % of the students.
six sigma has been generally applied to satellite processes, avoiding teaching and learning processes in a university system. The output in examination system is also controlled by T & L process. The curriculum design is another area that needs attention.
I did attempt to develop a conceptual model acronymed AUM (ref 1).

Surely there are some jobs but personally I think the simplest methods can help more and better than Six Sigma at the University.
I mean forming teams of continuous improvement or kaizen, using the PDCA approach. What we need in the University's sit down and discuss the issues with a systematic method of analysis, leaving aside personal interests. Six Sigma tends to force hard statistical analyzes that often have a relative usefulness in environments with multiple communication and attitudinal problems.
