No international rules, but different highway agencies/ city governments have their own standards that may be adopted

Look at the AASHTO "A policy of geometric design of highways and streets " called also "Green Book"; there , it´s defined that you want in the USA.
You can also see the standards of different countries, such as UK, south Africa, Philippine, India, Bangladesh, Australia etc.
