Are there fundamental limitations for Pulsed Plasma Thruster miniaturization?

We recently had a discussion about the variety of difficulties that would arise in order to integrate Pulsed Plasma Thusters into the smallest satellite form factors like the 5cm PocketQube and the 3cm SunCube. What is your take on the matter? Is there a practical limit? or a fundamental limit? What is likely to define that limit?

- EMI from the high voltage electronics?

- Plasma stability/ignition?

- Endurance?

- Electric Field Stress?

- Carbonation/electrical shorts?
