I think the term elite has class connotations rather than academic abilities or qualifications attached to it. In this case the elite are a class of people who have the most power and influence in a society. Often attached to wealth or privilege. A PhD qualification places someone in a select group of academics, high achievers, but it does not naturally bring with it power and wealth. It is a bit like the title expert, a term usually designated by others, that looks good when you are trying to sell something (an idea or a product).

E.g. The founders of the new great internet digital firms come from 2 private elite universities: Stanford and Harvard; these are traditionally well connected to big enterprise (business) and to politicians (consultants). Per year, the cost of study is between 60000-90000 $. 94% of the founders are male, white, etc.

Imo, elites may have received high quality education, but they did not become academics; it is more the triangle between certain educational institutions, big business and politics, which is decisive. And: this is country specific, with respect to culture, economy and natural resources.

Ajayi Olufemi Opeyemi With respect to your personal message, I do not think that educated academic elites can serve the public sector very well in enhanced decision-making. Highly educated academic elites may add knowledge into the information gap of decision makers, but due to the academic pressure of professional overspecialization, it will be very difficult for such intellectual elites to understand the practical problems of policy-making. There is a division of labor in every society and professional politics is one of them; however, I do not praise this tendency. Imo, the best housing minister is a bricklayer with higher general education and not an academic chair holder in house building.

There are educated academic elites and they hold offices, but I would not sent them into the jungle of realpolitik

Classical theories and authors can always be useful, so I recommend one of the most relevant sociological works, namely C. W. Mills' book 'The Power Elite'.
