In some countries there are no doctoral exams, the student is asked to demonstrate the evolution of his research during his course of study. I wonder if in other study system if there is a written examination to be performed after each course or doctoral seminar.
In agreement with Sama, I think an exam at doctoral level would not give an accurate indication of the level of proficiency reached by the candidate but would be useful for specific coursework that the candidate may take to strengthen their background in a particular subject of interest. Many Universities have now adopted doctoral theses in article format. This implies the candidate must be able to not only conduct research in the field of specialization but also conduct critical scientific analyses of the data collected to answer specific research questions and finally write it up for publication subject to peer review scrutiny that research scientists value. Some universities even go so far as to require that at least two of 4 to 5 manuscripts that form the thesis be accepted for publication. Then there is the doctoral defense which in my opinion is really just a formality because your supervisors would never put you up for difference if you have not demonstrated the necessary academic growth.

through the education processes from elementary to secondary until University, student education level need to be checked. for that reason usually written exams are preformed. being a grad student, whether a master or doctoral, the education level thus its process will changed. now student are tested for their ability to think, plan, test, develop and deliver. i think exams will not be the appropriate way to test or evaluate their ability to think, plan, test, develop and deliver. on the other hand, exams usually used to force student to study, since most undergraduate don't have high sense of education responsibility.
I agree @ Sama S. Almaarofi. Seminar/ conference is one type of evaulation of research work. The researcher needs to attend the conference for peer view of their work to well shape.
