Are the impact factor is the authentication of a journal?

Many good journals published since 1960, don't have the impact factor. As this is necessary that a journal have the impact factor will be acceptable and the other will not.

The same question also raised in my mind, and that, I searched some sources. There are some people who deny to accept the authenticity of the journals based on IP. they also discussed some basic reasons. I am going to add some files here.
