Yes, they are. In my uni, researchers are graded by the scopus they published.

As well known to all of us, Scopus is a reputed abstract-citation database launched by Elsevier in 2004. A genuine question, what about before this year? So, my viewpoint may be slightly slightly different. A parametric evaluation of research reports irrespective of disciplines may be most probably made nowadays by (1) standard of publisher, (2) doi, (3) impact factor, (4) h-index, and so forth.

But the real problem of that Scopus sometimes listing some journals with low quality and after few years deleted but no such problem in the journals belonging to Thomson & Routers. Scopus is a database of great prestige in correspondence with the parameters required by journals that reveal their content on this platform. Together with the Web of Sciences it is one of the most prestigious bases that is in charge of the bibliometric analysis of the indexed contents. Allowing this to make a quantitative and qualitative assessment of the scientific production of authors, journals, organizations of researchers and institutions. As a negative aspect of its management there is a non-uniformity of the signature pattern assumed by the different journals for authors and institutions. This causes the production to be dispersed. The journals to be indexed in Scopus have to fulfill criteria that assure the quality of the manuscripts that are published in them, to be subjected to peer reviews for example. The constitution of editorial teams is also taken into account. Despite all this, it is true that many journals do not have the required quality in their documents. Therefore, when it comes to giving an assessment of a journal, not only isolated scientometric parameters can be taken into account. It is necessary to make an integrated analysis of all possible indicators as well as an exhaustive review of what the journal has published. For this last, valuation parameters can be taken referring to types of published studies and states of the quality criteria of the same. That will speak of the rigor of the arbitrators and editors when deciding the publication of an investigation.

From my point of view for the evaluation of the scientific production of a specific person, we can not use only bibliometric indicators provided by a database. Even the quantity is not always accompanied by quality. Therefore, I believe that the scientific production of this researcher should be qualified in all possible bases that provide visibility indicators such as Scopus, Web of Sciences and Google with their metrics. And in addition, a thorough analysis of what is published should be done taking into account parameters that speak about the quality of the different studies, from the point of view of their internal consistency.

Yes, in my country, the Scopus indexing base is considered one of the most important. The Scopus database is recognized as the main scientific database for the indexation of scientific publications characterized by high citation. However, on a global scale, the bases of indexing scientific publications recognized in various countries by various centers and scientific institutions are at least a dozen or so. However, these various indexing bases are not usually fully comparable, they are functionally differentiated and thanks to that they are only partially substitutable, but more often they are complementary. The question of complementarity should be developed. Then it will serve the development of scientific research and international cooperation of scientific communities.

For me i trust Scopus only as initial evaluation because some times i found researchs in Scopus for a while but they delete it later for being fake or stolen .. to be 100% sure from the research and the Jornal I recommend Thomson & Routers

It is not recommended to rely upon "research indices". Usually, reasonable colleagues in a selection or evaluation committee look at scientific quality (and, possibly, other relevant criteria for the decision to be made). Perhaps, in case of doubts, they will ask experts in the respective fields. Counting and comparing some numbers may be fine for entertainment, for popularity contests or for bureaucrats, but it is an insufficient basis for a good decision in the world of science.

I think you can find lots of good papers and very weak papers in scientific point of view in all scientific journal sources. Even in Scopus and other scientific journal sources. Unfortunately, you can find very weak papers in famous journal sources, in other hand you can find good papers in sources like Scopus.
