Revised manuscripts are normally sent to the same set of reviewers that carried out the initial review. However, the manuscripts may be sent to new reviewers only when one or more of the initial ones decline further review especially in a case of major corrections. Apart from that, where the Editor-in-Chief is not convinced with the quality of a particular review, she/he may seek further expert opinion on the manuscript by inviting other reviewers. This is in fairness to the review process. Therefore, the best practice will be to use the same set of reviewers only when glaring that such reviewers have done a good job.

Sending a revised manuscript to a new set of reviewers does not make any sense except in the special situations that either the editor in chief is unconvinced with the reviewers reports and want more fair judgement (as Abdulmajeed said) , or he/she want to reject the paper in any case.
The revised manuscripts are usually sent to the initial reviewers probably because the revisions are based on earlier comments or observations and it is for those reviewers to be satisfied that reasonable and adequate corrections have since been made.
