We submitted a research article for IEEE conference. The conference committee taken into account the reference section (Bibliography) and authors affiliation while checking similarity check. The reference section gave more than 20% similarity index (over all 33%) catching similarity to paper title and the authors of the reference section, and they told us to revise to paper. Excluding bibliography (Reference) section, we found similarity index below 15%. When we contacted the conference committee and asked why they are considering reference section for plagiarism, they told us that IEEE conference paper takes account bibliography section for plagiarism, but they did not able to provide us any documents regarding their claim. As far we know, bibliography section is exclude while considering plagiarism. Is IEEE follow different guideline for cheeking plagiarism for their conference paper?
