Are Publishing articles in journals (elsevier, springer) with article processing Fee Valuable ?

Some of the institutes are not giving credit points to the articles in paid journals even it is ESCI and Scopus

Dear N. Vishnu Ganesh ,

This sounds mysterious since for example the well-known UGC Care criteria treat WoS (SCIE/SSCI) indexed, and Scopus indexed journals as equally valid. There are exclusion criteria (using misleading metrics for example https://beallslist.net/misleading-metrics/ ) but as far as I know is open access with APC not one of them.

Unfortunately, there are predatory journals (or even worse hijacked journals) that ‘slip’ into Scopus, perhaps you can provide some examples (preferably with links)?
