this is very broad question Mr. Abul .. to publish in paid journal is not something bad .. many journals with high impact factor are requesting for fees; especially for hard copy colored prints. usually paid journals are publishing more quickly compared with non-paid .. the negative part will be if the journal's only concern is money and it will come on the expense of quality
Dear Abdulqadir J. Nashwan, how can one identify the journal that concern only for money? As you have rightly said that many journals with high impact factor are requesting for money, then so the only concern should be whether the journals have impact factor or not. However, the very impact factor is not the measurement of the quality of the journal as there are cases where editors ask the authors for citing the papers published in the journal or the authors themselves indulge in false citation.
I believe, paid journals often lose their importance while academic recruitment processes but still, many paid journals have good research articles published, personally, I have followed many genuine articles, particularly in my field (civil engineering).
