A developed economy gives aid to a developing economy on one hand and on the other hand exert all forms of undue socio-economic and political manipulations on the receiving country. Are foreign aids truly free?
In 2012, the last year of recorded data, developing countries received a total of $1.3tn, including all aid, investment, and income from abroad. But that same year some $3.3tn flowed out of them. In other words, developing countries sent $2tn more to the rest of the world than they received. If we look at all years since 1980, these net outflows add up to an eye-popping total of $16.3tn – that’s how much money has been drained out of the global south over the past few decades. To get a sense for the scale of this, $16.3tn is roughly the GDP of the United States
What this means is that the usual development narrative has it backwards. Aid is effectively flowing in reverse. Rich countries aren’t developing poor countries; poor countries are developing rich ones.
Are Aids from Developed to developing countries truly without strings-attached?
Don't think so as there is no free lunch in the world. People might think is free lunch until they see what are sweeping / covered under the carpet. I observe some developing countries' leaders prefer self-independent / resort to short-term aids rather than continuously dependent on other countries' aids.
None gives aid generally without a cooperation. For example, God does not save without our free adhesion to his will. It is natural cooperate with who helps us.

"The Philippines hopes the European Union revives an offer to provide development grants -- but this time without conditions linked to the country’s human rights record, according to Trade Secretary Ramon Lopez.
“We believe that to help a friend and provide aid it must be without conditions,” Lopez said in an interview late Saturday at a meeting of Asia-Pacific trade ministers in Hanoi, Vietnam. “We would appreciate all aid but we would just request that there be no conditions,” he said. “We would simply not want to be questioned and we follow the principle of non-interference and independence in foreign policy.”
The Philippines has told the EU it will no longer accept new development grants, which could mean foregoing around 250 million euros ($280 million) in assistance, unless they come with no strings attached. The EU has criticized President Rodrigo Duterte’s war on drugs, which has led to the deaths of thousands of suspected dealers, and his planned reintroduction of capital punishment.
In a televised speech on Friday, Duterte said his government refused the aid because it was given with the condition “to promote human rights.” Accepting it would give the EU the right to interfere in domestic affairs, he said.
Still, Lopez said he didn’t think ties with the EU were deteriorating. He also said existing projects wouldn’t be affected."

The saying that "one who pays the piper calls the tune" applies here. In my opinion, the developing world is no longer a baby. She is old enough to feed herself without depending on donors. Check the political systems with military rules and long serving presidents from such countries, and the degree of corruption. The resources from developing countries can sustain them if corruption is removed, and who causes corruption and money laundering? Who causes the need for foreign aid? The fault is not with the donor but with the beggar.
So if the donor requests your neck, please oblige it. Else, put your house in order and stand.
Aids especially from the developed countries often come with various conditions depending on what they intend to achieve. every Aids from developed countries come with political undertone.
