I think you should fabricate a custom tubular filler rod with a powder core. It must be something like FCAW electrodes, but instead of flux there must be alloying elements powder.
but problem in this case on placing the powder on the surface of the material of required thickness the powder get removed away under the pressure force of the shielded gas
Try it with paste technique.....prepare paste with sodium silicate (very few) dry it in oven, measure your weight and decide the amount you want there. Then gently rub with emery paper (1200P). If possible burn the sodium silicate paste to remove gases or adust argon gas flow to escape out the gases. I can suggest more......all these are successfully employed by me. Try hard.
