Why can't you get permission for the scales you've already selected?

The Substance Abuse Attitude Survey (SAAS) is a free assessment. It's also old and data needs an update. When you look at the items, they are reflecting attitudes typical of U.S. cultural conservatism from 70s and 80s. It wouldn't hurt to update the psychometrics and maybe even the content. Add a few additional questions of your own, based on your attitude and cultural understanding in HK, score them separately but include them in a factor analysis and see what you get.

For more scales, search the ADAI library as most of the scales listed there are a product of research in the U.S. National Institute of Health. A government agency and whenever US govt employees produce intellectual works for the purpose of using the work in the context of their employment, the works are automatically in the public domain. The ADAI site provides copyright info when available, but it's always a good idea to confirm when it's not mentioned. Contact ADAI to confirm copyright ownership.
