Jeysson - it sounds like a commendable thing to do. However, be aware that the majority of 'established' journals are free of APC charges and/or offer open access as an alternative option. Therefore, the list is potentially going to be very long - and then how would you categorise the list i.e. alphabetically? If it was a very long list - it would probably be best to categorise it by discipline. However, the likes of databases, that you identify (WoS - Clarivates and Scopus - SCImago), already do this.

I completely agree with professor Dean Whitehead . Most of journals publish research are free.

Once you ‘limit’ yourself to open access journals the list is somewhat smaller. Some time ago I made some lists of free of charge open access journals, not looked at Scopus and/or WoS indexing in particular but hopefully this gives you something to work with.

No matter how much effort I’ve put into it Elsevier is not providing a transparent and easy accessible list of their so-called subsidized journals (in other words APC is paid by an university and/or organisation). Aparently Elsevier is more interested in promoting primarily journals with an APC (sometimes more than 3000 euro…). So indeed the best thing is to start giving you some suggestions that can ultimately be compiled into a list. The ones I found for the publisher Elsevier with journal names under the letter A and B are listed here (see for a complete list enclosed file):
