It has been noticed that in the recent time, there has been a significant rise in sexual offences across the world .However ,incidence of such offences is a lot more in some societies than others. Were any studies done on the reasons for this?
All concerned Law Enforcement agenciees and some NGOs have been putting in concerted efforts in multiple directions ( like awareness building , Counseling, punitive measures etc ) to contain these offences. Were any studies conducted on relative effectiveness of such measures?
The men are revealed by name and fired from their positions (Finland and Sweden). This is a hard thing to do and not all women are strong enough to do it.

Studies are showing that boys who have witnessed or experienced sexual abuse in childhood are more likely to be ofendors . It is important that parents with young children are educated on this and the vicious circle is broken.
Further governments should provide a minimum of two room housing so that the privacy of children can be maintained, when relatives of the opposite sex come. In urban areas it is not uncommon to see 6-8 people in one room houses provided by the government. Transport and public spaces has to be safe for women. Safety audits are must.
In rural areas membership of women and girls in groups gives some protection against sexual assaults, as they know that they have group support
Investment in rural development and poverty alleviation, agriculture growth, is so important as there is rural to urban migration and male youth see a totally different culture in which gender norms are very different. Inequalities also drive some people to using sexual assault to hit back at those with economic power.
Sexual offenses are more in patriarchal and unequal settings that others. It is important to sensitise boys from a young age, and bring women into leadership of religious bodies, media, local councils etc.
With regard to child sexual abuse majority of offendors are known to the survivor. Dealth penalty is not the answer, then the incidence will go under cover.

I would say that sexual offences are not necessarily on the rise, but that they are reported more often now. The shame and taboo that was thrust upon the victims, is being removed and more victims are likely to report an incident, whereas, before this, there was neither opportunity or the allegations were 'hushed up' by police and other people in positions of power.
In a study we conducted in 2017, on the prevalence and psychosocial consequences of rape in Jos, North-Central Nigeria, and published in the International Journal of Clinical Psychiatry and Mental Health, the respondents cited dressing room a seductive way, substance abuse, moral decadence, high level of unemployment as some of the reasons for increasing sexual offences.
Well, I am pretty sure my answer will be unpopular, as current politicks is to blame moral decadence, and provocative behaviour, and especially to blame MEN, and to try and restrict sexual activity even further than it already is. But truly, if moral decadence was the cause, then the LEAST sexual abuse would be from priests and the church, because they have the 'best' morals. In fact, the opposite is true, the catholic church has the highest incidence of abuse pretty much anywhere.
So what happens in the catholic church that is different from everywhere else? Easy answer - sex is forbidden. Procreation is tolerated, but you aren't supposed to enjoy it!
So the simple answer is that restriction of sexual activity causes people to want to break free of the constrictive morality of the up-tight religious right, (whether christian or Islam or other is irrelevant).
Face it, if sex was freely available to all then the incidence of rape would dwindle away, as it would serve no purpose.
So the natural way to reduce sexual attack is to stop restricting sex, and encourage it as a natural, fun, enjoyable part of love between consenting people.
If sex is accepted, then it is available to all without recrimination, and the only thing left is to teach the necessity of obtaining consent, not just in sex, but in every act that concerns the will of another individual. Set people free, and they have no reason to attack each other. Forbid people from performing a natural and healthy act, and nothing can prevent them from trying to break free from the misguided moral restrictions of society.

I quite agree with what you are saying. However, there has to be an explanation for sexual offences perpetrated by those who are not prohibited or restricted from having sex. Every society or religion has norms and values to be observed by her members or followers, disregarding such values irrespective of who is involved still points to moral decadence. Why should someone do acts just to hurt another?
Furthermore, the Priests are involved in the act of sexual offence because of decadence among other things, they know it is wrong based on their knowledge but yet perpetually engage in the act.

They are not “some “societies=they are obviously patriarchal ,where women are subbordirnative to men on all levels of society functioning –from family settings to parliament or incidents in democratic (as Germany) with intensive immigrants influence from such countries .The only radical measure to stop sexual offences is developing step by step democratic society with equal rights and possibilities for both gender.
