I believe that many of us suffer from long time waiting for a response from reviewers when you submit a manuscript especially in case of high-rank journals. Being a reviewer myself, it does not take more than a week to review a paper. So why it takes such long? sometimes it takes two years. Is there an alternative system or suggested enhancement to the existing system? Sometimes, the content of the paper is dated by the time it is accepted.

This is a big problem for some researchers and especially for graduate students. Many researchers have had poor experiences with their submissions due to the slow review process. I think short deadlines, social incentives and cash incentives, are very effective in improving the speed of the review process. All the reviewers should realize the importance of time.
The best solution is to pay reviewers who conduct reviews in a short time. This will motivate reviewers to submit reviews on time.
E.g. reviewers who submit reviews within 2weeks should receive $100. Reviewers who submit reviews within 4 weeks should receive $50. Reviewers who submit reviews later than weeks should not receive any pay.
This will solve the problem.
Peer review takes a long time because reviewers are not paid. They are expected to do the review in their own convenient time. Most reviewers forget the manuscript until the journal sends a reminder to them after 3months.
